Non-Qualified Judges

The following judges do not meet the minimum NDT rule requirement.  They thus qualify as free strikes and will appear as such on the prefernce sheets.  In an ordinal scheme, a judge rated in the 80th percentile or below is considered struck, and the 80% standard has adjusted for the "free" nature of the strike.  Mercer and Woods intend to meet the minimum round requirements prior to the NDT.
