Event Description:
The maximum time limit is 10 minutes with a 30-second “grace period”in both divisions.Should a student go beyond the grace period, the student may notbe ranked 1st. Theranking is up to each individual judge’s discretion.No minimum time is mandated, but a student’s speech shouldbe long enough to establish the judging criteria.
Students are expected to memorize their speech. If a student must use notes to completetheir speech they may in order to have the opportunity to try to compete in preliminaryrounds but the judges are instructed that it should significantly impact the students’score (i.e. the student should be at or near the bottom of their group). Any speaker inelimination rounds who reads any part of their speech shall be placed last in their groupand is not eligible to reach further elimination rounds. Any speaker who hides their use ofa script or notes of any kind faces the above consequences plus potential disqualificationand sanction by the TOC Tournament Committee up to and including a permanent ban.
