Policy Paradigm List
All Paradigms: Show HideCX: Policymaker. Debating between two opposing viewpoints makes a bill a law. Simple right? In this activity we argue both sides of an issue, so as a debater you should use your past experiences as an aff or neg to your advantage when you are arguing your case. Be prepared, show me through your evidence and in your own words why the other side's contentions do not hold up versus your plan/disadvantages. Winners do not just read their evidence cards, they understand the content of their cards and use that content to their advantage when on offense or defense. Try to limit your dropped arguments, and if you are dropping any arguments then signal it to me in your speech (I will not penalize you for this). Most important, relax and have fun with this!
My paradigm is simple- be good.
When it comes to debate, I won't reward "debate tricks"... you need to do a better job with your case than the opponent, not Reductio Ad Absurdum.
I have a background as a History and Government & Economics instructor; getting simple statistics, historical precedent, and overall facts incorrect will hurt you. I don't judge that way to "gotcha"- I judge that way because winning debate requires you to be "the expert in the room."
I can adjust to different styles of debate but spreading is likely to hurt you more than help you.
With speech, I want to believe the character(s) you create. With humorous pieces, I want to be entertained (and maybe even smile). With dramatic pieces, create the scene for me... you do not advance/place because you have the "saddest" piece.
CX- 1) no excessive speed. 2) K's must apply to aff, have impact, must provide a weighing mechanism. I don't vote for a K that simply reflects a wrong in SQ- Aff needs to have caused it. Ultimately weighing adv , disads is critical
LD- !) Value/ crit can be critical, but often depends on the topic. When topics are policy oriented, I can vote on policy. Regardless, I find standards to be important, especially how debaters respond.
I prefer all debate styles, whether CX, LD or PF to have a structure that makes it easy for me to flow. I like 1's, 2's 3's or A B C.
PF 1. obviously clash is a must. I prefer all debaters take part in grand cross fire, but will judge on case by case. Clear impacts and weighing mechanism.
Extemps
1. Make sure your address the topic.
2. While number of sources cited isn't terribly critical, I do expect facts, etc. to be supported with sources. One two sources is not enough.
3. i liked good, creative intros. Not a fan of the 'extended metaphor' intro.
4. I prefer a natural delivery to a more forced, stilted one.
Oratory
1. Good unique topics appreciated. Substance, significance of topic takes a slight edge over delivery, but only slight. A little humor along the way is always good.
POI
1. I prefer a POI that recognizes a manuscript is being used. At least a little, please. A variety of emotional appeals works best.
HI, DI
1. HI should make me laugh or smile really hard. I look for development of characters, if possible. Not a big fan of R rated selections.
2. DI should build to climax, both in selection and performance.
Prose, Poetry
1. As with POI, I like to see a manuscript being used at least a little. Something unique is always nice to hear, but nothing wrong with the classics. Again, build to the climax.
Congress
1. Be an active member of the session.
2. The least effective position to take is one that has already been given by a previous speaker.
3. Congressional debate requires debate. Rebuttal points, naming specific other speaker, gets the most positive judging response.
4. Don't be afraid to be PO. I appreciate, a good PO, and will take that into account when ranking.

LD- I'm fine with speed. run whatever you want.
PF- Steps to getting my vote: extend, line by line rebuttal, collapse in summary, if you're speaking second then I expect your summary to address attacks made in last rebuttal. Also: weigh in EVERY SPEECH.
Policy-
Here are some of my personal preferences: I like K's. Signpost. I don't expect the 1AR to respond to a 13 paged card dump, just do your best by grouping arguments and responding in a way that allows you enough time to save your 1AC from falling into LOTR fire pit.
I competed in most of all categories of speech and debate during my first 2 years of college with a theatre arts and academic decathlon background.
No speed, no spreading. If I can't understand it, I won't consider it!
The main things I look for are:
CLARITY - Be consistently clear in what you are talking about.
ARGUMENTATION - Uphold strong points that are logical and bulletproof.
IMPACTS - Calculate the impacts of your advocacy in relation to your opponents. Show me why yours matters more.
Explain to me why YOU win the round in the end. Tell me what to do as a judge and make me want to buy into it.
I am a former LD and Policy debater and have been periodically judging for the past 7 years.
LD Paradigm: I tend toward a progressive approach to LD, particularly if the topic lends itself to that format, with some traditional exceptions. I want strong analysis and logic and claims with warrants, and you must give voters. I am comfortable with speed but do not find it to be persuasive or a useful life skill. A smaller number of high-quality arguments will always outweigh a larger number of poorly explained arguments. I maintain some traditional leanings in that I do not particularly like counter plans or DAs in LD, but I am open to theory arguments if they are well done. If you want me to judge based on your value/criterion, then carry your structure throughout the entire round.
Policy Paradigm: I am pretty flexible and will generally let the debaters tell me how to evaluate the round, but I have a fondness for stock issues. I most enjoy debates with a lot of direct clash, and I least enjoy debates that devolve into an impact battle. Link and Uniqueness are the most important pieces to me, and I am more likely to vote in your favor if you spend more time on those issues than on the nature of the impact. I will not do the work for you or remember all the authors and evidence that you read, so things like "cross-apply the X card" with no additional analysis on how X card answers the argument or is better hold no weight with me. (Only the 1AR gets a pass on this if necessary to respond to the Neg Block as long as the 2AR cleans it up.) Please signpost!
Evidence: Evidence is useful, depending on the source, but should not be relied upon exclusively. Strong analytical arguments can be equally or more persuasive in the absence of specific evidence to support a point. This is particularly true if you are faced with an argument you have never heard before and have not prepared in advance. While I will mostly rely on the debaters to poke holes in evidence or analysis, I cannot avoid my own knowledge of sources, and I will not permit a known lie to win even if the other team doesn't call it out as a lie. I typically never look at the actual evidence in a round and rely on the debaters to communicate it to me, but the new online nature of debate may change my mind.
Speed: I am comfortable with speed, but I do not find excessive speed to be persuasive or a useful life skill. If it is unintelligible or poorly explained, then you might as well not say it. Reading taglines slowly and the card itself quickly is not recommended since the unintelligible substance won't mean anything to me and the tagline will be discounted accordingly. I will not vote you down purely for using excessive speed, but if I cannot understand it, I cannot flow it and the argument will not appear on my flow when I look back at the end to make my decision.
I am fine with most off-case arguments. I will vote on Topicality as an independent issue. Counterplans must be competitive. Kritiks are welcome if they are explained and supported well and presented in the 1NC. Be sure that you are very comfortable explaining your K before you run it and be sure to explain why the K is important to this policy debate.
My experience as a debater spans several years, across events including LD, CX/Policy, Congress, throughout both high school and collegiate national circuits; though several years removed from competing; consistently serving as a judge nationally, from NY to TX to CA.
Rules: They're necessary and well-defined, and formalizes debate procedures. The recent interpretations of procedures - regarding open vs. closed CX; CX during prep; file/data transfer consuming prep-time, etc. - may be applied to rounds only when all parties are agreeable to the proposed interpretations. If at least a single party to the debate disagrees, then the traditional interpretation of the debate procedures will be applied. Procedures provide structure, but shouldn't foster stagnation. Rules, like laws, may be viewed differently from person to person, over time. So long as parties are agreeable to reasonable rules adjustments, they may be applied. I view the role of the judge as mainly silent, but present/involved.
Opinions/Intervention: Neutrality, but knowledgeable! I evaluate information presented to me, with no bias, whatsoever. While I may have familiarity with issues and facts surrounding them, the job of the judge is to evaluate the arguments presented. I generally do not seek to subvert the job of any debater. It is the debaters' job to present cases and to rebut inaccurate information, and to contend with faulty arguments. While personal knowledge may cause me to disagree with that which is presented, it would be incumbent upon the opponent(s) to counter-argue the point. I would not impart personal thoughts; but would instead weigh arguments presented on the basis of what is known to me. If ignorant in an area, I'd rely upon debaters to make the most convincing arguments.
Spreading/Speed: Speed is no issue; articulation/enunciation is. Points intended to be made by debaters will simply be lost if not well-articulated by the debater. I will not rehash items to clear up uncertainties. It is not the job of the judge to figure out the debaters' statements. It is instead the job of debaters to present clearly their arguments such that the judge could properly evaluate the same. An indistinguishable statement is just as good as one never spoken.
Paradigm: Both theory and kritik arguments win favorable votes from me. I am rather neutral on the types of arguments presented. I see no degradation to the advancement of educational debate with kritiks, and, similar to my position on rules, believe that interpretations and approaches may be adjusted over-time and across individuals, moving from more traditional ideas of theoretical debate.
Evidence certainly helps, but should not serve as a debater's crutch. Some may present convincing enough arguments of pragmatism and suppositions that lack concrete evidence. Others may present heavily-sourced arguments, with the expectation that Politico, Fox, Washington Post, Harvard Review, etc. will carry the case for them. I accept that evidence is rarely truly pure. Meaning, for example, that where "a Reuters poll (may) shows XYZ..." that poll/study may be laden with implicit/explicit bias. So, it's the duty of the debater to not only research, but to also present crafty arguments that may not be solely dependent upon a sources. Recency may help when/where more recent sources offer better evidence on a topic; but credibility, is most important. Perhaps there's a more recent study that fails to account for the depth of a previous one. New does not always mean better.
Overall, my philosophy tilts more towards the tabula rasa school of thought. I am a neutral, largely silent, participant allowing parties to work through differences on procedural interpretations; and am open to different formats of argumentation, with no set standard; but, expect to be convinced by on party or another, no matter their style. However, there must be formality to debate. So, understanding the rules as traditionally interpreted and incorporating stock issues for a comprehensive and sound argument would help.
I am an experienced judge who coached high school for 25 years at Westfield HS in Houston, TX and judge frequently on the TFA and UIL circuits. I tend to be more traditional but will accept theory and progressive arguments if they are well explained. I judge based on quality of arguments, not necessarily quantity. I look for well organized speeches in extemp, with a preview in the beginning and a review of main points in the end. In interpretation I want well established characters who are easily distinguished. Movement is good but shouldn't be to an extreme. In POI I want a clear explanation of your theme as well as distinction when you move from one genre to the next. In Informative, I also look for an overall theme that is informational (thus the name) rather than persuasive.
In congress, I want organization. I prefer a preview of points but that isn't an absolute necessity if arguments are well developed. I want CLASH. It's important that legislators names are mentioned in clash, not just "the affirmative said" or "the negative said. I judge a lot of congress and except clarity and persuasive style. This is not policy debate so speed is a negative.

NSDA update:
I love judging here. Principally this is because the schools who compete the most robust circuits have to slow down and I get to be a meaningful participant in the debates. I am not fast enough to judge the TOC circuit and even my home circuit, TFA can have me out over my skis trying to follow. But here, my experience has been that the very best schools adapt to the format by slowing their roll and this allows me to viscerally enjoy the beauty and rigor of their advocacy. Do not confuse my pace limitations with cognitive limits.
Who I am:
Policy debater in the 1970's and 80's. I left debate for 15 years then became a coach in 1995. I was a spread debater, but speed then was not what speed is today. I am not the fast judge you want if you like speed. Because you will email me your constructive speeches, I will follow along fine, but in the speeches that win or lose the round I may not be following if you are TOC circuit fast. If that makes me a dinosaur, so be it.
I have coached most of my career in Houston at public schools and currently I coach at Athens in East Texas. I have had strong TOC debaters in LD, but recently any LDers that I have coached were getting their best help from private coaching. Only recently have I had Policy debate good enough to be relevant at TOC tournaments.
I rarely give 30's. High points come from clear speaking, cogent strategic choices, professional attitudes and eloquent rhetoric.
Likes:
Line by line debates. I want to see the clash of ideas.
Policy arguments that are sufficiently developed. A disadvantage is almost never one card. Counterplans, too, must be fully developed. Case specific counterplans are vastly preferable to broad generics. PIC's are fine.
Framework debates that actually clash. I like K debates, but I am more likely to vote on a K that is based on philosophy that is more substantive and less ephemeral. NOTE: I have recently concluded that running a K with me in the back of the room is likely to be a mistake. I like the ideas in critical arguments, but I believe I evaluate policy arguments more cleanly.
Dislikes:
Poor extensions. Adept extensions will include references to evidence, warrants and impacts.
Overclaiming. Did I need to actually include that?
Theory Arguments, including T. I get that sometimes it is necessary, but flowing the standards and other analytical elements of the debate, particularly in rebuttals, is miserable. To be clear, I do vote on both theory and T, but the standards debate will lose me if you are running through it.
Circuit level speed.
I am fine with conditional elements of a negative advocacy. I believe that policy making in the real world is going to evaluate multiple options and may even question assumptions at the same time. But I prefer that the positions be presented cogently.
Rudeness and arrogance. I believe that every time you debate you are functioning as a representative of the activity. When you are debating an opponent whose skill development does not approach your own, I would prefer that you debate in such a way so as to enable them to learn from the beating your are giving them. You can beat them soundly, and not risk losing the ballot, without crushing their hopes and dreams. Don't be a jerk. Here is a test, if you have to ask if a certain behavior is symptomatic of jerkitude, then it is.
One More Concern:
There are terms of art in debate that seem to change rather frequently. My observation is that many of these terms become shorthand for more thoroughly explained arguments, or theoretical positions. You should not assume that I understand the particularly specialized language of this specific iteration of debate.
Policy Debate:
I default negative unless convinced otherwise. Also, I fail to see why the concept of presumption lacks relevance any more.
LD Debate:
Because of the time skew, I try to give the affirmative a lot of leeway. For example, I default aff unless convinced otherwise.
I have a very high threshold to overcome my skepticism on ROTB and ROTJ and Pre-Fiat arguments. I should also include K aff's that do not affirm the resolution and most RVI's in that set of ideas that I am skeptical about on face. I will vote on these arguments but there is a higher threshold of certainty to trigger my ballot. I find theory arguments more persuasive if there is demonstrable in-round abuse.
PF Debate:
I won't drop a team for paraphrasing, yet, but I think it is one of the most odious practices on the landscape of modern debate. Both teams are responsible for extending arguments through the debate and I certainly do not give any consideration for arguments in the final focus speeches that were not properly extended in the middle of the debate.
Congress:
1) This is not an interactive activity. I will not signal you when I am ready. If I am in the back of your Congress session, I am ready. 2) At the best levels of this event, everyone speaks well. Content rules my rankings. 3)I am particularly fond of strong sourcing. 4)If you aren't warranting your claims, you do not warrant a high ranking on my ballot. 5) Your language choices should reflect scholarship. 6) All debate is about the resolution of substantive issues central to some controversy, as such clash is critical.
