Overview:
The things you are probably looking for:
Speed: I’m fine with whatever you are comfortable with--no need to try to impress me.
Performance: I do not mind a performance but make sure the performance is tied directly to the case and purpose of the debate. I am NOT some old fart, but I am a bit old school with a blend of progressive ideology.
Pre-dispositions: Please do not make arguments that you do not understand/cannot explain in order to fill the time or to confuse the opponent—I will definitely take notice and probably will not vote for you. Keep things well researched and logical and everything should be fine.
Sportsmanship: Please always be respectful of your opponents. Mean-spiritedness is not a way to show me you’re winning. Even though I will always vote for the better arguments, if you display signs of cruelty towards your opponent, your speaker points will suffer.

Specifics:
Disadvantages: Unless if your strategy is extremely sophisticated/well thought out/well-rehearsed (I have encountered quite a few when I competed), I think you should always run at least 1 DA.
· The Counterplan: If done well, and the strategy around them is logical and thought-out, these are generally winners. If done poorly and you just inserted one to fill the time, I will be sad and bored.
· Procedurals/Topicality: I love a good meta-debate, and I am open to these if you guys have a solid strategy around these arguments (for example: if your opponents are illogical/made mistakes, point that out to me). However, I usually see T’s used as generic fillers, and I will not vote for a generic filler.
· The Kritik: Love Ks if done well and showcases your knowledge of the topic and argument. However, if I can sense that you don’t know what you’re talking about, running a K might hurt you.
Overall, have fun ( I understand how stressful this event can be), show me you're prepared, and always try to learn something.
Lincoln-Douglas, Big Questions Debate, and Public Forum Debate Paradigm:
My job as a judge is to be a blank slate; your job as a debater is to tell me how and why to vote and decide what the resolution/debate means to you. This includes not just topic analysis but also types of arguments and the rules of debate if you would like. If you do not provide me with voters and impacts I will use my own reasoning. I'm open all arguments but they need to be well explained.
My preference is for debates with a warranted, clearly explained analysis. I do not think tagline extensions or simply reading a card is an argument that will win you the debate. In the last speech, make it easy for me to vote for you by giving and clearly weighing voting issues- these are summaries of the debate, not simply repeating your contentions! You will have the most impact with me if you discuss magnitude, scope, etc. and also tell me why I look to your voting issues before your opponents. In terms of case debate, please consider how your two cases interact with each other to create more class; I find turns especially effective. I do listen closely during cross (even if I don't flow), so that is a place to make attacks, but if you want them to be fully considered please include them during your speeches.

Hello everyone! I am a parent judge for Congressional Debate, who has a master's degree in government. Below are a few of my preferences so you know what to expect.
PO-I highly value GOOD POs. Good POs will be ranked at least in the top three or even higher if you are exceptionally good. However, with that said as soon as a chamber starts being held up because you do not know parliamentary procedure, you will start moving down significantly in my rankings.
Clash- Pretty much all speeches after the author/sponsor should have some form of clash in them and by the third or fourth cycle you should move away from introducing new arguments and focus on weighing impacts and synthesizing the round.
Decorum- Please speak slowly (keep wpm on the lower side) and in a manner that is understandable to the common person by not using complicated terms (if you are, define the term). In the round you are roleplaying a member of congress, so please do not reference yourself in you speech as being in high school or a teen because that defeats the whole purpose of congress's roleplaying aspect. Please refrain from suspending the rules in abusive ways as that will immediately move you down in my rankings.
Intros- I value concise, clear, and funny intros that get me hooked at the beginning of your speech. Please do not use generic intros and instead use intros that are unique to the piece of legislation being debated. The more interesting your intro is, the more likely I will be able to remember you.
CrossX- Don't talk over each other. I know you only have thirty seconds to ask your questions, but please allow your opponent time to answer the question you have given them. Avoid screaming/yelling and calling people names during the round, but specifically in cross. If I catch you doing this, you will be significantly moved down in my rankings.
IMPORTANT NOTE: If you want to watch tiktok on your own time, that's fine with me, but please refrain from doing it in the middle of a round.

I have been the sponsor of the Speech and Debate Team at Apex Friendship High School for the last eight years. This is my eighth year judging. I have taught English for 20 years and Speech for five.
1. Framework is critical. If you don't connect your evidence to your framework, you haven't succeeded.
2. Do not spread--I value quality over quantity.
3. I value strong CX skills--being able to think on your feet and attack an opponent's case is key to winning the round.

Hello! This is my second time at Nationals and I'm really looking forward to it. I have been judging for the past 3 years and have judged both Debate and Speech events.
Please know that I am always listening, but I do look at my computer a lot or writing on my notepad during the round. I want to make sure I am giving fresh feedback, and I want to be sure that I am following the rules of your individual event if I haven’t judged your event before.

I am a parent judge who has been judging in the local circuit since 2019. I have completed NFHS Adjudicating Speech and Debate training. While I primarily judge LD, I have experience judging Speech and PF as well.
My professional background is in Environmental Health and Safety and I hold a Master’s Degree in Public Health from New York Medical College.
No spreading please as I want to be able to understand your argument. Please don’t use fast talking to load in too many arguments, I am looking for clear, well-articulated and concise arguments. I am also not a fan of Progressive Theory arguments as I believe they are not in the spirit of the history or traditional style of the Lincoln-Douglas debate.
I like strongly warranted arguments. I enjoy when you tell me what to vote for as I believe it helps in a debater’s argument development. For me a good debater will use clear logic, well-paced speaking, have a consistent and thoughtful case and be respectful and courteous to their opponent. I do not tolerate rudeness to others.

Policy:
I debated for four years in high school, most of that time being a 1A/2N, and on these topics: China Relations, Education, Immigration, and Arms Sales. Most of my 1ACs were soft left and I usually went for DA + case or the Cap K in the 2NR.
Please try not to spread or at the very least, SLOW DOWN. I have not debated competitively since high school and have become more numb to spreading; I've also become more ideologically opposed to it. If you are going at top speed, odds are I might miss something you say and you don't want that to happen. I try not to look at the speech doc, but that may depend on the speed at which you read. Try to go slower than you normally would. If you are zipping through your theory/T blocks, I will assume that you have not read this and I will be annoyed.
PF/LD:
I find myself judging very similar debates halfway through a resolution cycle. However, please don't assume I know the ins and outs or the trends of a given topic (e.g., acronyms, legislation/litigation, key arguments/data).
As a debater with a policy background, I really dislike evidence sharing norms in PF and LD. Why are we not just sharing the speech docs? Since email chains are not the community norms, you should have ALL of your evidence ready to go (though, an email chain would always be appreciated). Wasting 5-10 minutes to find one piece of evidence is not only frustrating for me, it can also hold up the tournament.
I'm a former speech competitor that has been judging speech, PF, LD, and CX rounds for 5 years. I am currently a public speaking teacher at the collegiate level as well. The things that I look for are consistent throughout both speech and debate events, recent and unbiased information, clear definitions, and NO SPREADING! The point of debate is to cleanly debate topics as educated individuals and to not devolve into a rude, talking over type of argument. There is a difference between debating and arguing.

Experience: I am currently the assistant coach for Neenah high school Speech & Debate (but currently only assisting in LD/PF... if that makes sense? I do all the other things) and have been a coach for the last 6 years. I have students who compete locally as well as nationally- we had the national champion at NSDA in Congress, and a Quarterfinalist in LD, a national competitor in Speech, middle school nats national runner up....so I have judged all over the place. This is my tenth year as a judge ('24-'25). I judge all categories, except varsity policy. I was not a debater in school, so I have a more basic understanding of the more obscure things that go on in debate.

I F**King HATE disclosure theory. Stop it. seriously, stop. It makes me want to stab myself in the eye every time I hear it.
Congress is my JAM. I love it and I prefer to see that level of enthusiasm/preparation from the participants.
I wasn't a debater- explain things clearly or I drop arguments I don't understand. ***note on that- I understand the terms of debate (link, turn, impact, etc), just not more niche philosophies and less popular arguments***
Be nice to each other- respect will get you far with me
Impact calc and weighing of final arguments is the best strat with me
Don't argue with me in RFD. If I drop you and you think you should have won, explain it better next time.
I can handle spreading, but if you can't... don't. It's awkward to have to tell you that you don't make sense.
Use a timer, and stick to it- I hate it when kids go over time. I stop flowing within 5 seconds of the end of your time. I will not warn you about this- you know your time limits.

Congress
Behavior: You are acting as a member of congress- keep that in mind in how you behave! Please make sure to respect the rules of your parli and PO. For the love all that is good, please pay attention to the round. This is far more fun when everyone participates! If I see you on your phone for more than a minute at a time I will be annoyed. Obviously you can answer a text or check the time quick, but if you are disengaged I will notice and I will not be happy.
Speeches: I LOVE *actually* extemporaneous speeches. Please breathe some life into your words- you are trying to make your fellow congresspeople vote for or against the bill! Make sure you include stats, citations, and some analysis of other speaker's points. I believe that if legislation is up for debate, there is current research to be read about it, thus I expect you are only using sources from AT MOST the last 5 years. Better if they are from the last 3. A good, weird AGD is fun. Please avoid the common Taylor Swift/Disney/over used quote choices though. Bonus if you can make me a crack a smile with it! (not really a "bonus," but I remember them when I am doing my rankings- which helps your placement)
PO's: Have a CLEAR sheet for people to follow, keep it updated. If you make a mistake, fix it and move on quickly. LEARN your chamber's names. It is so awkward to hear POs continually mess up the names in the chamber. If you need it, but a phonetic pronunciation spot in your sheet and ask them to put their name in that way for you. I tend to rank PO's high, as long as they are engaged and well versed in the congress rules, (or at least learning them!) if they are not engaged and EFFICIENT, they can expect a low ranking. I can't stand it when a PO says a whole 30 second thing after every speech and questioning block.
Questioning: Ask short, clear questions. Don't have a ton of lead up. I don't mind if you need to argue with each other a bit, but keep it civil and don't cut each other off unless its clear they are wasting your time or are not answering the question. It drives me insane to have a silent room for questions and no opposition to a bill, please ask lots of questions! It plays into my ranking- great speeches will only get you so far with me! If you don't ask any questions in a bill cycle, don't expect a rank of over 6 from me. This hold true even if you didn't speak on the bill. It doesn't require research to think critically and ask thoughtful questions.
Recesses: Keep them short. Do not ask for more than 5 minutes between bills- I am not willing to extend the end of the session to accommodate the chamber wasting time during the session.
Overall Preferences: I can't stand it when kids want to break cycle to just give a speech. I realize this isn't your fault, but that means the debate is stale and we need to move on. Unless you are giving a whole new perspective on the bill, you are far better off moving on to a new bill and giving a speech there. I am especially critical of these speeches in terms of quality of content and sources, because if you are insisting we listen to your extra speech, it must be REALLY good and worth not moving on.
Public Forum
Preferences: Please be clear and professional in round. I hate that the attitudes and behaviors seen in other styles is seeping into PF. As noted in other sections, I was not a debater, so don't expect me to know every single term you share. Generally, if I make a somewhat confused face, define your term.
A few things I love to see: Please, collapse arguments. It's so awesome to watch a veteran team (or even a novice team) weigh arguments and determine the largest impacts and points in the round and weigh them against each other, rather than slowly increase their speed in through the debate to try and get every single argument in to the last speech. Spreading has no place in PF- stop trying to make it happen, its not going to happen.
A few things I hate in rounds: Veteran debaters being overly hard on novices- we want to keep them in the activity, don't discourage them by running super dense over the top arguments- you will probably win if you just run a standard argument simply by being more experienced. "Stealing" prep- if you need prep take it, don't make me sit for 35 seconds and then tell me you're taking prep. If you want cards, fine... but ask for them all at once and get it over with quickly. It is super annoying to go through CX and then have a 15 minute "card trade" before getting back into debate.
Lincoln Douglas
Preferences: This is what the majority of my students do. I will flow everything and I will say clear if necessary, but only once before I stop flowing you. I was not a debater, so my knowledge of really weird arguments is lacking. Let me say that again. I WAS NOT A DEBATER- EXPLAIN WHAT YOU MEAN. It has become more and more common to use really dense philosophies in your framing- this is something I have little experience with. Make sure to explain your super specialized philosophy carefully or I can't use it as a weighing mechanism. I encourage you to run whatever you like, but explain it very well, especially if it is not something common. Err on the side of caution if you are not sure if it is common- like I said I am not well versed in most of the different arguments. In terms of speed I judge a lot of policy, so I would say I am comfortable with most speeds seen in LD.
A few things I love to see in round: Please weigh & tell me how to vote so I don’t have to intervene in any capacity. I also like to see super high respect for your opponent. This is such an underrated part of PF that is not nearly as present in LD or Policy, and it totally should be. Signpost clearly- I love hearing you tell me exactly what the "uniqueness" is, the "link" and the "impact. It makes it much easier for me to organize my flow. If you have nearly identical frames, I love to see kids recognize that and show how they can fit into each other's frame, rather than making the round about whether I should weigh using "limiting suffering" or "increasing societal welfare." Let's be honest, those are pretty similar, and if you fit in one you probably can fit in the other.
A few things I hate in rounds: Stupid theory and time skew BS. I hate listening to it, your opponent hates debating it, just stop being that person please. "Stealing" prep- if you need prep take it, don't make me sit for 35 seconds and then tell me you're taking prep. Veteran debaters being overly hard on novices- we want to keep them in the activity, don't discourage them by running super dense over the top arguments- you will probably win if you just run a standard argument simply by being more experienced. Last thing: if you run a "fairness" argument that you couldn't prep against your opponent and then you have a case against your opponent, expect me to completely drop your fairness argument. You just proved that you lied about the fairness since you prepped that argument. Use your time to prepare blocks and responses instead of wasteful and lazy theory shells.
Policy
Preferences: Snark isalways okay, please make me chuckle if I am judging CX. I prefer not to hear teams talking to each other while their opponents are speaking, as it is distracting to me as a judge. Open speeches are a no-go. If you don't have your own stuff ready, then take prep time. If you're out of prep time, organize yourself better next time. I generally only judge novice policy once in a while, so be aware you might be my only round this year, and I probably don't have a comprehensive knowledge of the subject area.
I am fine with spreading, (probably a 6/10 for speed) however if you are not understandable, I will noticeably stop flowing you. Please be aware of your own speaking issues- for example, if you have braces and rubber bands, you probably should not spread, since you will be almost unintelligible. On the topic of spreading- I understand it is a strategy to get as many arguments in as possible, but be aware that a large breadth of arguments you do not understand is basically useless.
Impact calc is huge for me. If I don't clearly hear you explain why your impacts are bigger or more important, I judge completely by what is on my flow. DA's and CP's are fine in a round, and good experience for a novice/Post nov. I always flow cross x, and keep track of questions asked. I do not want to see a framework in novice policy.
Misc. Stuff for any style debate:
-I am not about speaker points- I think its a really biased system, but I do it because its required. I would not consider myself generous with points, but I try to be fair with the way the system is set up. That said, if you’re mean to your opponent I will substantially dock your speaks. If you can’t control your round without being disrespectful there is something wrong. Since I have been asked, I average about 28 for speaks.
-I don't flow things from CX unless I am told to. I find it to be one of the more telling parts of any round about who has stronger arguments and better understands the content, but if you want it to weigh in to my decision, you need to bring it up in speeches.
-Please understand whatever you’re running before you run it in front of me- it is super frustrating to hear kids hem and haw about defining terms when they didn't take time to understand what they are saying.
-I dislike timing rounds and I've found I'm extremely inaccurate. I will keep time, but it is best if we have multiple timers going to ensure accuracy. Please time yourselves and hold your opponent accountable so that I don't have to. I HATE having to cut people off because they are over time- I actually prefer if their opponent has a timer that goes off so I can hear it.
TLDR: Be respectful, know & define your stuff, use current sources, watch your time.
[February 23, 2024] Quick update, more later: I have primarily judged Congress and World Schools for the past 8 years. I was preparing for a Congress event tomorrow. I will return after that to update my CX/Policy Paradigm and add paradigms for other formats.
Relatively speaking, I am a old school Policy judge-Stock Issues, Slower Presentation (if you are gulping for air, especially the double gulp, you are speaking far too fast) and most importantly Topicality (PLEASE debate the Resolution in its entirety, don't pick one of 2 words and head off to left field). CPs are welcome, Ks not so much (always interesting but MUST relate to the topic and ultimately result in a policy/solution. Closed CX please.
I appreciate debate that is intellectually charged with substance and evidence from multiple viewpoints (social, economic, political, international, etc.). Most issues are multidimensional and I appreciate arguments that integrate more than one viewpoint. I also pay attention to your news sources when I think through where your argument is coming from.
I also appreciate it when debaters respond to points made by those who have come before them (e.g. refuting/clash). At the same time, rehash frustrates me, while crystallization helps me sort through the nuance of an argument at the end of a round.

UPDATED 6/1/2022 NSDA Nationals Congress Update
I have been competing and judging in speech and debate for the past 16 years now. I did Parli and Public Forum in High School, and Parli, LD and Speech in College. I have judged all forms of High School Debate. Feel free to ask me more in depth questions in round if you don't understand a part of my philosophy.
Congress
Given that my background is in debate I tend to bring my debate biases into Congress. While I understand that this event is a mix of argumentation and stylistic speaking I don't think pretty speeches are enough to get you a high rank in the round. Overall I tend to judge Congress rounds based off of argument construction, style of delivery, clash with opponents, quality of evidence, and overall participation in the round. I tend to prefer arguments backed by cited sources and that are well reasoned. I do not prefer arguments that are mainly based in emotional appeals, purely rhetoric speeches usually get ranked low and typically earn you a 9. Be mindful of the speech you are giving. I think that sponsorship speeches should help lay the foundation for the round, I should hear your speech and have a full grasp of the bill, what it does, why it's important, and how it will fix the problems that exist in the squo. For clash speeches they should actually clash, show me that you paid attention to the round, and have good responses to your opponents. Crystallizations should be well organized and should be where you draw my conclusions for the round, I shouldn't be left with any doubts or questions.
POs will be ranked in the round based off of their efficiency in running and controlling the round. I expect to POs to be firm and well organized. Don't be afraid of cutting off speakers or being firm on time limits for questioning.
Public Forum
- I know how to flow and will flow.
- This means I require a road map.
- I need you to sign post and tell me which contention you are on. Use author/source names.
- I will vote on Ks. But this means that your K needs to have framework and an alt and solvency. If you run a K my threshold for voting on it is going to be high. I don't feel like there is enough time in PF to read a good K but I am more than willing to be open to it and be proven wrong. For anyone who hits a K in front of me 'Ks are cheating' is basically an auto loss in front of me.
- I will vote on theory. But this doesn't mean that I will vote for all theory. Theory in debate is supposed to move this activity forwards. Which means that theory about evidence will need to prove that there is actual abuse occurring in order for me to evaluate it. I think there should be theory in Public Forum because this event is still trying to figure itself out but I do not believe that all theory is good theory. And theory that is playing 'gotcha' is not good theory. Having good faith is arbitrary but I think that the arguments made in round will determine it. Feel free to ask questions.
- Be strategic and make good life choices.
- Impact calc is the best way to my ballot.
- I will vote on case turns.
- I will call for cards if it comes down to it.
Policy Debate
I tend to vote more for truth over tech. That being said, nothing makes me happier than being able to vote on T. I love hearing a good K. Spread fast if you want but at a certain point I will miss something if you are going top speed because I flow on paper, I do know how to flow I'm just not as fast as those on a laptop. Feel free to ask me any questions before round.
LD Debate
Fair warning it has been a few years since I have judged high level LD. Ask me questions if I'm judging you.
Framework
You do not win rounds if you win framework. You win that I judge the round via your framework. When it comes to framework I'm a bit odd and a bit old school. I function under the idea that Aff has the right to define the round. And if Neg wants to me to evaluate the round via their framework then they need to prove some sort of abuse.

My name's Jake Zartman and I'm the Assistant Debate and Extemp Coach for Louisville HS in Ohio. I competed in Congressional Debate (and USX) from 2012 to 2016. Most of my experience comes from the Ohio circuit, though I had the chance to compete on the national circuit a number of times throughout those years. My pronouns are he/him/his.
World Schools, Public Forum, Lincoln-Douglas, etc.:
I’m far from the most experienced tech judge in the world. Aside from a few rounds of Public Forum in high school and my having watched like a hundred rounds of Policy, my knowledge is reasonably limited.
That being said - I do understand argumentation, warranting, and impact analysis. A novel, well supported line of argumentation will always hold sway with me. I may not have hundreds of hours of experience line-by-line debating, but I know a weak argument when I hear one.
I am also well-versed enough to tell when debaters are acting in bad faith or debating abusively. So, for your sake and for the sake of the round itself, please debate fairly and respect your opponent at all times. Abusive or uncivil behavior is the only guaranteed way to lose my ballot.
***LD SPECIFIC***: Though I'm likely to favor the contention-level debate because of my background, I am also happy to vote on framework as necessary. I'm fairly comfortable with progressive debate, generally speaking, as long as you're willing to engage in good faith with an opponent running a more traditional case. Spread at your own risk, and only if your opponent is comfortable with it! (And if you can signpost clearly!)
WORLD SCHOOLS SPECIFIC: I will follow NSDA procedure and established WS norms to the absolute best of my ability. I expect to see clash, good argumentation, and human-centered impacts, but above all I expect you to debate your opponents fairly. If you can meet them at their highest ground and articulately present your case, I will ultimately vote for the team that most completely and persuasively argues their side. Also, I coach Extemp and so do appreciate extemporaneous speaking!
Congressional Debate
My overarching philosophy is pretty simple: Be an advocate. As a mock representative or senator, it's your job to be an advocate - for your constituents, for your communities, for the things you believe in. Each time you take the floor should be purposeful, instilled with a sense of passion and purpose.
There are three main ways to be a good advocate in a round.
The first is to engage your audience, competitors and judges alike, through effective presentation that is both clear and rhetorically sound. You can't bring attention to an issue or demand better for your constituents if no one wants to listen.
The second is to be unique in how you go about making your case. If I've heard the same points rehashed over and over again, I'm naturally going to assume that while it is important, your non debate-progressing information probably isn't. Novel argumentation wins!
The third and arguably most important way to be a good advocate is to put people first. Impacts are just as important in Congressional Debate rounds as in any other, possibly even more so because the role forces you to consider how the legislation will affect the people represent. That frame, that every action can be measured by how it affects the imaginary citizens of your districts, can be a powerful tool in a round - so use it! A bill might cause economic damage, it might help the environment, but those impacts mean nothing without considering how those changes will alter the lives of real people. Law isn’t written in a vacuum!
