In my paradigm I like to see a smooth balance between speed, content, and performance. Your speech should be delivered quickly but not so fast I can't tell what you're saying. For content, I expect and respect use of evidence and logical thinking. And for performance, I prefer loud but not yelling, confident but not cocky, and smooth with as few hiccups as possible. Meet those criteria and you'll receive the maximum score possible from me.

Would like it to be very structured. Be purposeful with your speech. If you make a claim back it up with evidence don't go off of what you know. if you have evidence from professionals in the field then you look stronger.
Style:
Although you need evidence from professionals be emotional with your speech. But make sure to incorporate structure and don't go on a rant. I am only going to believe what you are saying if you believe in it. Engage all of the audience including both judges and fellow congress men.

Congress: Congress is a DEBATE event and I will judge it as such. Don't just give pre-prepared speeches. They are fine early on, but as debate advances speeches should focus on countering arguments, weighing results, and crystalizing the debate. I value extemporaneous speaking, as I want to see that you can talk on your feet.
I love constitutionality arguments, they were my bread and butter in HS congress. HOWEVER, make sure that your argument has solid ground, as I really don't like shoddy arguments in the field or arguments that attempt to misconstrue the constitution for your purpose (one of the fastest ways to earn a 9 from me).
