Content

This form of debate is based around specific legislative solutions to problems. If you're on the Aff, you must demonstrate that there is a problem that is worth addressing, that the legislation at hand addresses said problem, and that this specific solution is the best one available. If you're on the Neg, you must either demonstrate that the problem doesn't exist, that the problem isn't worth solving, or that the legislation at hand will fail to fix the problem. Basically, you should be debating the legislation, not just the idea behind it.

Adapt to the round as best you can. If you give a constructive speech halfway through a bill or if you give the 4th consecutive Aff speech, I will get upset. Related to that, clash is vital. If you're giving anything other than the authorship speech, your speech should contain references to others.

Procedure

Congress is the only event in all of Speech & Debate where not everyone is guaranteed equal time, which is something I hate. As such, I try to run fast and efficient rounds to maximize the number of speeches. In a perfect world, everyone would get to give the same number of speeches. If I'm the Parli, don't ask if I'm ready. I am.

I only judge your speech and your performance on both sides of cross-ex. Everything else is just noise unless it's offensively bad. I judge PO's based on efficiency and strength in controlling the chamber. I don't need flair from the PO, but I do need a fast round.

On that note, don't run for PO unless you're good at it, not just because you think it'll help you break. I rank good PO's highly, but I tank the heck out of bad ones. In the interest of time, the PO should write the names and codes of the speakers on the wall (if we're doing that) after the speech starts instead of taking the time to make the speakers do it.

Do NOT use parliamentary procedure to gain an unfair advantage over your opponents. If the PO screws up and awards you a speech you're not supposed to get, yield. The worst offense is when someone tries to kill time with unnecessary motions to prevent someone from getting to speak.

Presentation

If you watch C-Span, I guarantee you're not going to see Chuck Schumer yelling and spreading about the need to "fail" legislation. This event is first and foremost about your debate content, but don't discount the value of professional and refined presentation. As a speech coach, I'll have a hard time paying attention to your content if I can't stop noticing how you trail off at the ends of sentences.

NUTSHELL:

I used to ask opponent teams to slow down when I debated and ran ableism arguments. I cannot keep up with speed as well as other judges. Please speak CLEARLY and SLOW DOWN on tags or lists of subpoints if you want me to flow and evaluate it well. I won't consider it my fault if I say "CLEAR" or to slow down multiple times and I still can't catch your arguments.

The meaning of debate and how I should evaluate arguments is under your control. If you instruct me how to understand the debate space/round, my role, and your roles, I will listen to you.

Argue whatever you want. For me, the only rules to enforce are speech/prep times. Other than that, what you do with those speech/prep times is what you make it. Simply convey to me the purpose of our time/space together for the next 2-3 hours.

While I’m tech over truth, I stylistically tend to enjoy nontraditional, "performance" argumentation. [Insert obligatory "still do the work / I'll still weigh traditional args, FW, T equally"]. I’m probably going to need first and foremost a direct “technical” answer to this framework if you want me to evaluate the rest of the round through some other method of evaluation (without line-by-line or other traditional “tech”) before you address the rest of the debate.

OTHER DETAILS:

If you integrate my direct interaction/participation into your performative argumentation, I'm probably going to enjoy that a lot.

Most of high school, I ran traditional policy args. Most of college, I ran kritikal/nontraditional args.

I find myself in a minority of judges who actually enjoy (secondarily to deep, developed clash) watching frivolous, trolly, or cheesy gimmicks/tricks. If you run such an argument, I'm assuming you're acknowledging any competitive compromise. Just be sensitive and don’t run death good vs a Settler Colonialism AFF in front of me. We'll see how long I keep this on my paradigm.

Unless told otherwise, I won't assume evidence is limited to traditional "cards".

Unless told otherwise, NEG gets the status quo as a default (and presumption) and I will judge kick CPs/counter-advocacies.

Unless told otherwise, cross-ex is binding.

Unless told otherwise, tag-team CX is okay, ins and outs (instead of 1s and 2s) are okay, prep time can be used for clarification questions.

Explicitly kicking off-case positions you are not going for in the 2NR is the safest option to avoid my confusion.

I am open to being convinced that an alt is unnecessary for your K (e.g. framework, K as a DA).

I look for debaters who have all of the components necessary for an LD case. Focus on explaining your impacts and weighing your and your opponent's arguments. Do not engage in an evidence dump.

Also, please speak clearly and at a reasonable pace. Be respectful to your opponent; being rude or interrupting will play a role in my decision.

I'm MK! I competed in almost all types of speech and debate events in high school, but mainly Congressional debate. With that being said, my standards for Congress are much higher than other events. To me, Congress is not just a debate event, it's role-playing a real senator or representative. Tell stories to empathize with your constituents. Formulate defensible arguments that are backed up with strong impact and analysis... Why should I care? Are you making me care? I reward and love varied sources(articles, books, research papers, etc.), I hate rehash( please don't let me get bored), and cookie-cutter speeches(I can tell if you didn't write the words you speak). Stand out to me, in a positive light, and you will be rewarded.

Debate: I'm looking for clarity and strong arguments. Please be clear about what you're trying to convey. Speak slowly, and stay engaged throughout the debate. Never forget your claim, warrant, and impact! I want to see a strong value and criterion. Warning: I will keep a rigorous flow.

Speech: Love good storytelling. Project your voice, I have bad hearing. Stay engaged with your audience. Speak slowly. Show your personality through your piece.

Hey Everyone! I graduated from Presentation High School in 2021, where I spent my four years there mostly specializing in Congressional Debate, but I do have experience competing in PF, World Schools, LD, NX, and Impromptu.

Congress Paradigm

To me, Congressional debate is the perfect marriage of Speech and Debate -- combining the best of both worlds. I value clash and refutations above all since it is, first and foremost, a debate event. That being said, your speaking skills and speech structure are also important. I always enjoy good rhetoric and when debaters drop bars or one liners because it is the perfect opportunity for you to show us your style.

Please use and cite your evidence! I vote mostly based on the warranting you present. Do not make your entire speech an emotional appeal -- you can incorporate some elements of pathos, but you definitely need logic, reason, and evidence to support and back up your claim. I prefer to rank debaters that demonstrate comprehensive understanding of topic knowledge and the impact of the legislation.

During authorships or sponsorships, please lay out the reason you need the legislation before explaining how it improves the status quo, and provide the framework for which to evaluate the debate. Every single speech after the authorship or sponsorship should have refutations. I love when debaters present a unique lens of analysis or perspective that changes the scope of the entire debate, especially during crystals. Congressional debate does not offer as many opportunities to directly engage with others, so cross-examination is crucial for asking methodical questions and providing quality responses that further your perspective or argumentation.

Most importantly, HAVE FUN and be kind to each other. You may refute the arguments of fellow debaters, but do NOT name call or be disrespectful. Always remember your oath to this country and your constituents -- the people who elected you into office to represent them.

Note to Presiding Officers: I expect you to know and adhere to proper procedures and protocols (Robert's Rules of Order) to run a fair and efficient chamber, while ensuring decorum. Do NOT abuse your power or attempt to manipulate procedure to drop others, etc. If you do a great job as a presiding officer, I will rank you.

Public Forum Paradigm

Yes, I flow. Please provide me with a framework during the constructive speeches and establish why I should favor your framework over the other team's later in the round. That being said, you should still apply your case to both your own and the other teams' frameworks.

If you drop an argument in Summary, do not bring it up in Final Focus because I will not take it into account. I will also not consider any new constructive contentions brought up in Summary and Final Focus. Please show me what worlds look like in the affirmation and negation before you weigh them. You should be weighing and collapsing in Summary. Please terminalize your impacts! I love impact calculus and case turns. Your Final Focus needs to include voter issues; and, please explain their relevance; else what should I vote on?

I expect all debaters to participate in grand cross. I understand that you may want to use that time to prep, but cross examination is still important, even if it does not technically appear on the flow. Please bring up the points you win from cross examination during your speech. Back in my day, PF allotted for 2 minutes of prep time, but you have 3 minutes, so you should do your prep during that extra minute instead.

This goes without saying, but evidence is paramount, so please use and cite your evidence! Also, while my business professor will contend that Cash is King, here, Clash is Key. I appreciate when debaters thoroughly break down and address the warranting of their opponents' argument and prove it to be untrue rather than just tell me that their opponents are wrong. If both sides have evidence, why should I prefer your contention over theirs? Do not expect me to draw the lines for you.

Here is how I judge:

Number 1: Don't talk fast and do not spread. Be loud and clear so I can make proper notes.

Number 2: Please be polite, don't scream at your opponent.

Number 3: Please provide a definition and make sure to explain everything you say clearly.

Number 4: Make sure to give an off time road map.

Number 5: Quality over quantity

Number 6: Offense over defense

Number 7: Weigh properly, impact is critical

Number 8: Probability of your argument is also key for my ballot

Number 9: Look professional

I used to judge many speech events. Here are a few things important for speakers in speech events: Effective voice modulation (exaggerated voice is okay too), a bit slower pace (slower & faster mixed pace works better), Use of articulation a few times, gestures (not necessarily all the time), and bigger excitement.

I am new to PF debate judging. I feel better when debaters present enough evidences with confidence and logical justifications for their arguments.

I did congressional debate for four years in high school. I competed on the local, state, and national circuit. I know the ins and outs of this activity.

I consider both the flow and lay perspective when it comes to ranking speeches.

In terms of content:

• If you rehash an argument, I will not consider ranking you in the top 8.
• I am also very skeptical of funding arguments. Give me an actual reason to vote for your side.
• I also will not buy your argument if you don't provide me solid solvency.
• If you're a sponser/1st speech, I expect you to set up the framework for the debate and break down each section of the legislation.
• If you give a speech after the second cycle, I want to hear refutation and see more interaction with the round overall
• If you give a speech towards the end of the debate, I appreciate a crystal speech and not much new content introduced.
• Do not lie about evidence. I will fact check you if I am suspicious of your card.

In terms of presentation:

If you read word for word off your legal pad, I will assume you don't actually know what you're talking about. We are not in a speech round, this is congress.

If you degrade or be disrespectful, I will dock you.

Do not raise your voice at anyone during cross x.

I’ve judged a few tournaments in the last two years, and I would consider myself to be a lay judge. I’m open to listening to any arguments that you want to run as long as they are clear, well warranted, and delivered clearly. I do flow in the round and do my best to vote off of the arguments that remain at the end of the round. I typically give high speaker points as long as you are clear and explain yourself well.

At the end of the day, debate is supposed to be fun and a learning experience, so please try to have fun in the round and be respectful of your opponents in the round.

I am an experienced parent judge, and I have been judging Congress for 4 years on all levels - district, league, state, national (Harvard, Stanford, Berkeley, ASU, Glen, MLK) - and seen some of the best kids in the circuit.

General: I value clash, round/audience engagement, presentation and referencing prior speakers. Do not give constructive speeches late in the round. Be assertive, but not aggressive. Keep questioning respectful and short - please do not preface.

Authors/Sponsors: explain the bill, why it works/solvency, what it does, why it’s needed. Authors can rank highly too! If there are final appeals, use this opportunity to summarize the round effectively.

POs: Be organized and know procedure! If there are elections, you should not be running unless you truly know your rules. I try to rank PO’s if you run a fast, fair, and effective chamber - PO’s don’t have to be perfect, but try your best not to mess up precedence and recency as it slows down the round.

First off, I believe this is a debate event before anything. That means you should be adapting to the round as it goes. Everyone from the sponsor to the closer has an equal shot at my one as long as they do their job. The job for the sponsor and first negative speaker is to set up the round for strong debate. The sponsor should state the problem, how this bill fixes the problem, give one or two impacts from solving it, and if you're a superstar give me a framework for the round moving forward. The first negative should give us the main idea of what we should expect from a strong negation argument. This should take the problem the sponsor laid out and then give us the negative thought process on whether or not this legislation fixes it. After that I should see an increasing amount of refutations mixed with original arguments as to why this legislation is good or bad. Once we are 3/4 of the way through I should be seeing a lot of extensions as the debate is coming to an end. Still give an original POV but keep it within the frame of the debate. At the end, I should see nothing but refutation and crystalized speeches. Once again I want your own original analysis but use it to end the debate through a refutation of the other side instead of individuals. No matter where you speak I want to see your personality/style shine through. Take risks and you'll likely be rewarded.

All effective argumentation is based around a solid understanding of the status quo. If you cant properly depict the status quo then I cant buy an argument from you. What's happening right now? Is the effect that this legislation has on it good or bad? How well you answer these questions will dictate your ranking from me.

Effective cross examination is when you attack the flaws in your opponents argument or set up refutations for your own. As long as you have a clear goal for your cross examination period, I'll appreciate your time. Overall, I tune out when both sides start over talking each other and I prefer a calmer style of cross x.

When it comes to speaking I don't have a preferred style. I can respect all styles as long as it suits you. Picking a speaking style is like picking a baseball batting stance in that there isn't a wrong way as long as you're doing what is best for you based on your natural voice, range, and variation. If you stick to that then I'll probably think you're a great speaker. DONT BE AFRAID TO TAKE RISKS.

I do rank presiding officers pretty well as a scorer and if I'm a parli it can serve as a tie breaker between two debaters. If you do it well then I'll boost you but if you don't then I'll drop you pretty far.

This next part should go without saying but your arguments need to be backed by evidence at all times and have clear logic behind them. Remember that your logic creates the argument then the evidence backs it up. Your evidence isn't your argument.

Lastly, be respectful and have fun. If you aren't having fun then you're doing this activity wrong. Best of luck!

I'm a parent judge. Speak slowly and clearly and give me clear reasons like voting issues about why I should vote for you. I won't vote off an argument I don't understand.

General:

I am a lay judge. I prefer traditional style debate with logical analysis over a technical debate with poorly explained cards. I do NOT prefer spreading. If I do not understand what you said, then I would not be able to flow or give you credit for those arguments. I prefer high-impact & high-probable arguments with a strong link structure. Make sure you provide framework and crystallize impact. Break it down and tell me what the most important voting issues are.

I will not look at cards unless it is heavily contested or the team asks me to call for one. Clash is king in the round and I fully expect direct refutations and spirited, clever, cross fire sessions.

I expect you to be courteous to your team mates and opponents.

PF:

Okay with Ks and Theory. Make it good or I will be less inclined to vote on it (structure it properly and explain it well in the context of the round).

No Tricks please.

LD:

I understand the mechanics of value/criterion debate and expect the debater to use the established criterion to measure the value. Crystallize the debate and clearly articulate voting issues. If you are using technical jargon, be sure to explain them in the round.

I am a parent judge and I have been judging events for the last 2-3 years.

For congress debate tournaments:

I look for clarity, speaking to the point, using floor space, eye contact, respect to other members. If you spread, talk too fast, run through impact parts too fast, I won't be able to keep track and will ignore them.

I try to focus and listen the entire duration of your speech. I write my feedback simultaneously as I listen to the speech. I also listen carefully to cross examinations, and will take account of every time you make a good point or defend effectively. Use your cross examination time effectively, I won't reward when there is a stalemate.

My decision is based on: framework, arguments, reasoning, evidence... Focus on why your impacts are important why they are better than your opponent. It would be good if you start out with specifics and then at the end you summarize.

I am a parent judge. My primary objective is to ensure a fair, impartial, and constructive debate environment. Clarity, logic, and evidence-based reasoning weigh heavily in my assessment. I encourage debaters to engage in critical thinking, consider multiple perspectives and provide compelling reasons to support their arguments. I value positive demeanor and respectful attitudes among participants.

While the debate is serious, it's also an opportunity to enjoy yourselves. So, be confident, have fun, and most importantly, be yourself!

Hi guys :) A little bit about me, I've competed in Congress and Extemp all of high school on the local and national circuit, and have made it to outrounds in both. I have also dabbled in a couple of other events, doing LD on the local and national circuit and making it to outrounds, as well as competing in Parli on the local circuit. Besides these events, I am also familiar with most of the speech events (including Oratory, Advocacy, DI, HI, Duo, OPP, POI and of course NX and IX). Right now I'm doing collegiate PF!

Here are my expectations as a judge:

Congress:

Some things to keep in mind for speeches:

1) This is both a debate and a speech event. That means that you should have good delivery AND good argumentation that adapts to the round.

2) In Congress, different speakers have different responsibilities depending on when you’re going in the round (e.g. sponsor sets up the round, early round speech is constructive-heavy, mid-round speech is refutation-heavy, last speaker gives a crystal)- do your job well and I’ll rank you accordingly.

3) When forming arguments, make sure to have a solid, easy-to-follow link chain! First, because good structure = clarity. Second, a good link chain details the logic behind your argument.

While we're on the topic of argumentation, here's a little tangent-

Tabula rasa? Tech over truth? Tough call (srsly). After some recent judging I've had to re-evaluate my policy on this. I'd like to think I maintain a good balance. Here's what that looks like- if I notice a hole in your argument but it's still (mostly) logically sound, I won't dock you for it if no one calls you out. But if I hear an incredibly goofy argument, it will hurt your ranks, even if no one calls you out on it. I want to be as objective as possible, but if you say something completely untrue or baseless I believe it would go against the educational aspect of debate to *not* let that influence my ranks.

4) Don't be repetitive! You can have a great argument, but if someone has already said it before you, you're not adding anything to the debate.

5) MOST IMPORTANT: You should be telling me why your argument is the most important, at the very least through weighing but preferably by giving me explicit reasoning why your argument sets you apart from other speakers in the round.

On Cross-Ex:

Be concise, and have a clear goal. You should either be pointing out flaws in your opponent’s argument or setting up your own argument for future refutations. Always remember to stay calm, and don’t resort to yelling.

On PO: Just do your job lol. If you do well, I’ll rank you highly. If you can’t handle the chamber effectively, it hurts your ranks. DO NOT under any circumstances be biased. I will catch on if you are prioritizing a friend or dropping a competitor.

On “base 2” (or whatever # of speeches y’all agree to):

Personally, I agree with the idea of everyone being promised a minimum number of speeches. However, I do not think there should be a hard cap on the maximum number of speeches allowed to be given.

E.g., in a round where there is base 2:

• don’t block out someone from giving a second speech

• But if no one is standing up and time permits, you can and should go for a third speech

Congress is about advocacy- so long as it isn’t at someone else’s detriment, you should take all opportunities to do so.

*Please note, that doesn’t mean I rank purely on the quantity of speeches- the quality must be there as well.

Lastly, please incorporate personality into your speeches! That’s what keeps the round interesting and makes the difference between good speakers and great speakers.

I am a parent judge who has been judging for a couple of years but have a long history of participating and winning speech and debate tournaments.

I value calm cogent coherent arguments over bombastic and aggressive harangue.

Be kind - to yourself and to your opponents.

Be yourself. 

Be the best person you can be.

Be respectful.

Ad hominem arguments are an immediate fail in my book.

I take a dim view of spreading; if I can't understand you, evidently you can't convince me of the soundness of your arguments.

If you are not clear or understandable, I'll call out "Clear!" Please heed it.  I will not be repeating the call more than twice. 

Time: I expect the candidates to time themselves and honor it. But I do keep watch.

If you are using frameworks, define them clearly at the outset.

I appreciate good rebuttals and cross examinations.

Sarita Vasa: I am a parent judge and admittedly a bit new to World Schools. That said, I am a Presentation Coach by profession and have done that for the past 15 years. What's most important to me is that people persuasively draw in their audience in with clear arguments and refutations delivered with poise vs. trying to shove your viewpoint down people's throats by being overly loud and fierce. Think pull vs. push in your tone and approach. I also really love good sportsmanship. So please be kind, show your openness to the other team by entertaining some POIs, and please don't cut anyone down to win. If you do these things, you will have my full attention, and likely my vote.

I have been either competing, coaching, & judging for 20 years. My coaching expertise is primarily in Congress, Original Oratory, & Informative Speaking, though I have experience with any/all events. I am a coach at Flintridge Preparatory & The Westridge School, and Curriculum Director of OO/Info at the Institute for Speech & Debate (ISD). I believe that the Speech & Debate events are far more complementary than we acknowledge, & that they’re all working toward the same pedagogical goals. Because debate is constantly changing, I value versatility & a willingness to adapt.

PF: I'd rather not need to read any docs/evidence in order to decide how I'm voting, but if it comes down to that, I will (begrudgingly) scrutinize your evidence. Feel free to run any experimental/non-traditional arguments you want, but please make these decisions IN GOOD FAITH. Don't shoehorn theory in where it doesn't apply & don't run it manipulatively. I am admittedly not techy-tech girl, but I am always listening comprehensively & flowing.

In Congress rounds, I judge based on a competitor’s skill in the following areas: argumentation, ethicality, presentation, & participation.

Argumentation: Your line of reasoning should be clear & concise; in your speeches & your CX, you should answer the questions at hand. Don’t sacrifice clarity for extra content – there should be no confusion regarding why the bill / resolution results in what you’re saying. You can make links without evidence, but they must be logically or empirically sound.

Ethicality: Evidence is borrowed credibility; borrow honestly. A source should necessarily include its date & the publication in which it appeared, & should not be fabricated. No evidence is better than falsified evidence. Additionally, competitors should remember that although you may not be debating real legislation, the issues at hand are very real, as are the people they affect. An ethical debater does not exploit real world tragedy, death, or disaster in order to “win” rounds.

Presentation: Congressional Debate is the best blend of speech skills & debate ability; what you say is just as important as how you say it. The best speakers will maintain a balance of pathos, ethos, & logos in both their content & delivery style. Rhetoric is useful, but only if its delivery feels authentic & purposeful.

Participation: Tracking precedence & recency is a good way to participate – it helps keep the PO accountable, & demonstrates your knowledge of Parliamentary Procedure. Questioning is an integral part of Congress; I like thoughtful, incisive questioning that doesn’t become adversarial or malicious. Both your questions & your answers should be pertinent & succinct. Above all, I am a big fan of competitors who are as invested in making the chamber better as they are in bettering their own ranks. The round can only be as engaging, lively, and competitive as you make it - pettiness brings everyone down.

Congressional Debate:

General Ideas to Keep in Mind: I strongly prefer clear speakers that are easy to understand and follow. I would also like a respectful debate, so during the round and cross examination especially, please limit cutting off other competitors. The side you stand on does not matter to me as long as you are a good speaker with proper argumentation and persuasion skills.

Speeches: I prefer clear speakers who I can understand well - if I have any trouble understanding you, you will not be getting a high score. Please include vocal variety and some hand gestures, or else the speech seems very bland. I also would like to see clear argumentation that is backed up with solid evidence. And finally, unless you are the sponsorship or authorship speaker, I expect some clash in your speech, though canned rebuttal will lose you points.
I recognize crystallization speeches and that they are harder to present, so if you do it well, I will give you a higher score. However, if you do it poorly, do not expect me to rank you very high.

Cross Examination: During direct cross examination, I would like both competitors respecting each other and allowing the other to speak. Please do not continuously cut off other competitors as that makes it harder to follow and understand - I will give you a lower score for that.
And during indirect cross examination, please keep your questions short but meaningful, with solid answers - leading questions, preface questions and other fallacies should not be present in the round and will you get a lower score.

Presiding Officers: I expect that Presiding Officers can move the round along quickly and smoothly - if as a judge I can clearly see otherwise, I will not give Presiding Officers a high score. However, if the Presiding Officer is particularly good, expect a top 5, or at the very least, top 8 score.

I’ve been a parent judge since 2019 with experiences in Congress, Public Forum, and Lincoln Douglas.

In my judging, I weigh more on how the debaters make their argumentation clear and understandable to the audience than how much information they cover. Appreciate a complete argument with definitions, claim, reasoning, and impact.

In addition, real-world impacts matter. I value a strong and convincing rebuttal focusing on key points/facts that can materialize.

Very importantly, follow the tournament code of conduct and respect your competitors and partner.
