Public Forum Paradigm List
All Paradigms: Show HideI have been actively coaching for over 15 years. I have been coaching and judging Public Forum Debate since its first appearence at the state tournament. I prefer a reasonable rate of delivery. I do not prefer over use of debate jargon in Public Forum Debate. During the rounds I prefer to take bullet point notes on key points of the respective arguments. I value both argument and style. I find logical and persuasive arguments valuable. My expectations for debaters to treat each other with respect.
I don't mind if you talk fast, but make sure it is understandable (rapid/conversational)
I don't flow during cross, if you want me to take something from there into consideration, bring it back into your argument.
Avoid using general/open wording such as "stuff" and "things", be specific in your argument and evidence, I will not try to assume and build it for you. Specific, concrete evidence and data is something that I look strongly at.
Hi! This is my second year judging, but I have a lot of debate experience. I debated all four years of high school. I started my freshman year in open Policy, then moved to Lincoln Douglas sophomore through senior year. I’ve competed at both state and nationals, so I’ve seen a lot of different debate styles.
I can keep up with just about any argument you throw my way, as long as it's explained well enough. I'm fine with spreading, but at least try to speak clearly. I don't care if you prefer a progressive or traditional debate style, just win your arguments. I enjoy clash, it makes my decision significantly easier. And please, please be decent during cross examination. I will deduct speaker points for being excessively rude.

Role of the Final Focus: Crystallize the round (cliché, I know), but if it does not follow through on the flow I won’t weigh it.
Extension of Arguments into later speeches: I want to see everything on the flow. I look specifically at the summary and the final focus to see what you want me to really focus on in my decision.
Topicality/Plans/Kritiks: Make me engaged and interested in how you approach the round. I am not a stickler for or against anything at all. I want to see solid debates with clear argumentation and exceptional evidence.
Flowing/note-taking: I flow on the computer in an excel spreadsheet. I have my own shorthand and do not flow during crossfire because I would rather see the ammunition come up in speeches.
I value arguments. Style is irrelevant to me as long as I can understand your speaking—be snarky, be rude, whatever. Just get your point across.
If a team plans to win the debate on an argument, in your opinion does that argument have to be extended in the rebuttal or summary speeches? I think that the argument should be clearly flowed across. However, that does not mean I would not consider a major missing element from the constructive if it was crucial to the round.
If a team is second speaking, do you require that the team cover the opponents’ case as well as answers to its opponents’ rebuttal in the rebuttal speech? No, I do not require this. It can be effective at times, but not required.
Do you vote for arguments that are first raised in the grand crossfire or final focus? Sure. If it is clear and well grounded.
Weighing: I want you to weigh for me if the resolution and your case are really asking for it (usually you would know if you need to.) If you don't weigh and tell me what you ultimately want me to vote for and why by the final focus.... then I will just choose based on the flow.
Crossfire: I'm listening to what you are saying, but I don't write anything down for the most part, unless I am checking my flow against what you are saying and editing. If you want me to flow it, it better come up again in the speeches.
Framework: Sure. Do it. But if you both have one, you better make sure you decide which one to use and why and convince me of that.
Off time roadmaps: Don't care.
My only expectation is good clear debate. I do not like the argument that Public Forum is only for “lay” people off the street. I think it has much more potential to be an intellectual and engaging technical challenge. I am not a big fan of weighing lives because it really seems to be about the pathos/narrative and not the actual argumentation. Not that I don’t care about lives or whatever, it just is generally not an effective argument and most times there are more interesting ways to approach a topic than that.

Note: I debated in PF at a time when things were a bit different-Final focus was 1 minute long, you could not ask to see your opponents evidence and not everything needed a card in order to be true. This might explain some things before you read the rest of this.
Arguments have a claim, a warrant, and a link to the ballot (impact). This is interpreted by my understanding of your explanation of the argument. If I don’t understand the argument/how it functions, I won’t vote on it.
Main items:
1. Clear arguments-I should be able to understand you.
2. What are the impacts?-Impact calc is very important.
3. Give me voters in Final Focus.
4. Abusive Case/Framework/Conduct: Alright so if you are running some sort of FW or case that gives your opponent a super narrow bit of ground to stand on and I feel that they have no ground to make any sort of case then I will consider it in my decisions.
That being said if your framework leaves your opponents with enough ground to work with and they don’t understand it that's their loss.
Conduct in the round should be professional-We are here to debate not get into shouting matches. Or insult the opposing team's intelligence.
Framework/Res Analysis/Observation’s: Totally fine with as long as they are not super abusive. I like weighing mechanisms for rounds.
Evidence Debates/Handover: I have a very large dislike of how some teams seem to think that PF should just be a mini-CX where if you don’t have a card even if the argument is pure logic, they say it cannot be considered. If the logic and the link works I am good with it.
I don't want to see evidence/definition wars unless you can clearly prove that your evidence supplements your opponents. Also, evidence handover counts toward your prep time-not outside of it. You wanna see someone's evidence that comes out of your prep.
Speaker Points: I was asked this several times last year so I figured I would add this piece. How to get 30 speaker points from me. First of all I would say that clarity is a big helper in this, alongside that I will also say that asking good lines of questioning in crossfire can help you get better speaker points from me. I do tend to grade harder on the rebuttal and final focus speeches since those were what I was primarily doing when I competed. The other thing that can be really helpful is analogies. Good analogies can win you a round. If they are actually good.
Things that help you win my ballot:
Unique arguments (That actually link to the resolution)
Be clever.
Be polite.
Be Civil
Make it an awesome round. Down to the wire back and forth. Keep me on the edge of my seat.
Things that hurt you:
Being abusive- either in case or in speaking. Aggressive CF and arguments are okay with me, but keep it in check.
Disregarding All of the above points.
Not being attired professionally. (Unless extenuating circumstances exist)
Ignoring my point about evidence debate.
Insulting an opponent personally.
TOC Specific Items
Please share your opinions or beliefs about how the following play into a debate round:
The speed of Delivery: Medium speed and clarity tend to win out more than the number of items that you claim should exist on my flow.
The format of Summary Speeches (line by line? big picture?)
I generally would go for either Line by line will help my flow be clear and easier to understand at the end of the round. Big picture I tend to believe has more of an impact on the summary and the final focus.
Role of the Final Focus
Put this up at the top: But here it is again: I want to see Voters in the final focus. Unless your opponent pulled some sort of crazy stunt that absolutely needs to be addressed, the final focus is a self-promotion speech on why you won the round.
Extension of Arguments into later speeches
If an argument has not been responded to then you can just extend it. If it has been refuted in some way shape or form you need to address that counter before I will flow it across.
Topicality
Unless this is explained extremely well I cannot vote on T. Frankly don't risk it.
Plans
Not for PF.
Kritiks
With the lack of knowledge that I have in regards to how Kritiks should be run, Please do not run them in front of me. This will likely make vote for your opponent.
Flowing/note-taking
You should be flowing in the round-Even if you know that you have the round in the bag. Always flow.
Do you value argument over style? Style over argument? Argument and style equally?
Equal. A debator who can combine good arguments with style is going to generally win out over one or the other.

Definetly in the summery. If you have time in the rebuttal you can...

No. If you can start to do that great-but that might push you past the medium speed threshold.

If they are new-no. However, if they are extensions of prior arguments then that will be determined on a round by round basis.

Don’t speak so fast that I don’t follow your argument along.
It’s more important to have a quality speech and crisp and clear analysis.
Be respectful of your opponent team.
Don’t use acronyms that may not be common unless you have prequalified them.
Crossfires are when I get a good gauge of your depth of knowledge on the topic.
I took oral communication in high school and it included all types of speech and debate. I took two levels of intrapersonal communication in college. I went on in my professional life to be involved in training as a lead technician. I was also a shop Stewart and a union lobbyist. So bottom line I have experience in conflict resolution and persuasive speaking.
I am a new parent judge and am still learning about LD. Please be as clear as possible. Thank you
I consider myself a traditionalist. Lincoln-Douglas debate was created for a reason. The intent of debate is to facilitate communication, therefore use of speed should not be the emphasis in this activity. A good litmus test is the following...would Abraham Lincoln have used spread during his debate with Stephen Douglas? No? Then you probably shouldn't either. Exchange of ideas, discussion of which value is superior, respect and civility should be of paramount importance. Analysis and organization is extremely important. The debater in front of me should explain why their analysis is superior and why their value defeats the opposition.
As I noted above, the intent of debate is to facilitate communication. Speakers need to remember, and this is extremely important, that communication is not only about speaking, but it is also about listening. I have seen it happen more times than I can count, that your opponent will give you information to flip against them in the round, and that flip is not utilized. The tough part is identifying that information. Do not be constrained by what is obvious, meaning do not be afraid to ask "what if". Lateral thinking therefore, is incredibly important to consider.
Further, I consider myself a pragmatist. Originally, Lincoln-Douglas debate was designed as a values-oriented platform. This has evolved into a policy-values hybrid so while I will look at a round from a purely values perspective, the values and values criteria have become more of a means/end assertion. The use of real world links and impacts should support your decision. If you are able to demonstrate why your real world analysis/evidence supports your values/values criteria and you set that parameter up front, I will strongly consider that as a voter. I would however note the following:: the links to your impacts are absolutely critical to establish in the round. Off time roadmaps are also important. Organization is absolutely critical. It is your responsibility to tell me where you are on the flow.
Impact calculus is one of the major concepts I will weigh in your round. That is an incredibly huge point to remember where I am concerned as a judge. However, it is important to consider the nature of the impact. This is where the aforementioned links come into play. Of further note, since LD has become a hybrid, I buy off on solvency being an issue as a means to justify the resolution. Those of you who have had me before as a judge know why that statement alone can determine an entire round. In short, back to the point on the "what if" issue I broached earlier, that would be a very good place to start.
I also look at framework. If you are going to run something out of the norm...i.e. counterplan, Rights Malthus, general breakdown of society, etc., you need to make sure your links are airtight, otherwise I will not consider your impact. The two would operate separate of each other if there is no link.
I started my involvement in LD in 1982, I also debated policy from 1980 to 1982, competed in speech from 1980 to 1984, and competed at the college level in the CEDA format in 1985 and from 1988 to 1990, and have been judging since 2014 in the Spokane, WA area. I also judged policy in the Chicago, IL area in the early 1990"s.
In terms of the January/February 2024 LD topic on reducing military presence in the West Asia/North Africa region, I have very unique experience and perspective. I am retired military, retiring in 2014 and having served 4 years active duty in the Navy and 16 years in the Washington Army National Guard including a one year deployment to Iraq from 2005 to 2006 in support of Operation Iraqi Freedom. I saw first hand the effect of what many of you may try to argue. I also attended many briefings from subject matter experts prior to going in country, including geopolitical/economic briefings, etc. I do consider myself a bit more well versed than many judges in this field based on my personal experience. In short, examine your argumentation and analysis carefully. The bigger picture is a major area of focus and as the semester progresses, you will begin to see adjustments based on the feedback you are getting.
A couple of administrative notes. Eye contact is really important if for no other reason, to see how much time you have left. One of my biggest pet peeves is cutting off your opponent during CX. I have no problem annotating that you did so on your ballot so your coach can discuss the matter with you after the tournament. Civility and decorum are important, and I can surmise several of you have had this happen to you. I also do not have a problem with you timing yourself or sharing evidence, provided it does not detract from the overall use of time in the round.
Finally, it is extremely important to remember....this activity can be fun and it will help you in ways you can't even imagine later down the road. Everyone at this tournament, whether they are coaches, judges, your peers, etc...started as a novice. Bad rounds happen. They are a part of the landscape that is debate. This teaches an important life lesson. How do you bounce back from adversity? How do you apply what you have learned to make things better next time?
Remember that the case/argumentation you start off with at the beginning of the semester, will not be what you end up with at the end, provided you do a self assessment at the end of each round. Ask yourself what was supposed to happen. What did happen? What three things went well for you. What three things happened to you that are opportunities for improvement. If you are consistently applying these criteria, and using your coaches/opponents/peers as resources, by default your weaknesses will get shored up. Incidentally, this is a really good life skill as well and can be applied in the real world. Good luck to you going forward!
As a Public Forum judge I am looking for the following:
- Decorum: treat every member in the room the way you would want to be treated.
- Evidence based arguments: cite your sources to any and all arguments or counterarguments.
- Speak clearly so that "the person in the back of the room" can hear you.
- Speak at a pace that can be followed and captured by the average note taker. If you are speaking so fast that I cannot keep up, I will probably miss key points.
- I will be taking notes along the way and select the winning team based the strongest, evidence based, arguments.
I am a former PF debater of 3 years at Puyallup HS. I enjoy the speed and back-and-forth of public forum and always enjoy a good cross X. I think cross is important so I typically use it on my final ballot and decision. That being said, be COURTEOUS during cross, and let your opponent speak, I won't flow if you are talking over each other.
Help me, help you, and don't jump around. Please signpost for the convenience of everyone in the round. I enjoy clear-cut link chains that are brought all the way through my flow and crystalized for me in the summary speech.
Please be kind to each other, I won't tolerate any personal disrespect from either team or any kind of discriminatory speech.

Substance > Style
Don't rehash, bring up new points prevalent to the debate. I love to see refutation particularly after the first two speeches. Please, lets move on if we are just going to say the same thing over and over.
Every time you speak in a session, it gives me more reasons to rank you at the end of the round. Fight to give those speeches and use questions! Don't let any of that direct questioning time go to waste!!!

I did traditional LD in high school. I am a traditional LD judge. You can run some arguments but disguise them as more traditional and focus on that style to keep me a happy judge. Take that into account. Don't spread I won't understand. Explain your arguments clearly and you'll be fine. No Meta-Ethics or trix.
Side note: Please make sure you are educated on the 2024 Jan/Feb LD topic... I don't want to hear arguments that are factually untrue, and I'm excited for well-informed debates that get into the depths of this subject! I've written articles on this topic that you could use as a card-- I know it well.

I'm judging more and more pufo these days. I like clear, well organized constructives. Don't just read everything one note. I appreciate that public forum is supposed to be different than LD and Policy. Keep it that way.
Random framework arguments about the intent of the topic aren't going to work for me. If things change in the status quo, you need to be prepared to discuss them.
If you are sexist, racist, homophobic, transphobic, or ableist you will lose my vote.
About me:
I was a policy debater in the 90s.
Congress:
I want to see good speeches with meaning, not just a lot of speeches. You'll win more points from me with one better defined speech than three poor speeches. Be respectful of your fellow senators.
CX:
I lean toward a tabula rasa mindset when it comes to CX. I want to see a good clean debate, tell me where you win and how. I look at the flow and see where the winning points are and the better policy option wins.
LD:
This style of debate should not be able cramming as much information as possible into your speech. Speak clearly.
LD is a values debate and should be won based on how you best uphold your value. State your value and value criterion clearly. Then explicitly link your arguments and criterions back to these.
The weight of decision goes too who best upholds their value and/or can incorporate their opponent's value into their own.
All Debaters:
Just because a weak argument has been dropped doesn't mean you'll win on this point. If you have 10 points and lose on 9 but your opponent drops one you'll still lose.
I am the time keeper and my time piece is right. I don't mind self timing but don't bother with "and time starts now" when you start talking I'll start my time. I give hand signals starting at 3 minutes.
I don't find tricks where you paint your opponent into a box they cannot debate in convincing. Everyone has prepared for the same topic, let's debate on that.

I am a new judge, so please speak clearly and not too fast. Being well-structured and organized in your arguments is preferred. Circle back to your contentions.
I am a Lincoln-Douglas Debate alumni, having done it all four years throughout high school, and I've been judging since 2018. I want to see clean, well reasoned rounds; this is VALUES debate, and your values should be your highest priority. I care more about how you work within your framework, your opponent's framework, or both, than minor statistical evidence crammed into your contentions. Those matter, of course - evidence matters, it gives your argument teeth - but if you're fixating on that to the exclusion of your framework and the broader scope of your argument, then you are missing the point of the debate form.
So, prove your framework deserves a spot at the table. Show how your opponent fails to uphold it. Prove that either your opponent's framework doesn't deserve consideration or show how you function under it and even uphold it better than them, or demonstrate that your opponent's case/argument doesn't function under their framework.
Other important things:
-I don't like spreading (i.e. excessively fast speaking, to the extent that pauses and emphases are sacrificed in the name of speed). In my opinion, if you're spreading in an LD round, you're in the wrong debate type. LD is about reasoned arguments, not who can cram more into six minutes than their opponent. In addition to the actual argumentation, I am judging you based on your speaking ability, and you abandon all pretense of effective oratory when you spread.
Speaking fast is fine - I can deal with speed, but spreading is a no. I will not flow it. Hustle, don't hurry.
-On a similar note, I am a traditional LD debater/judge. I can keep up with progressive LD to an extent, but if you start spraying jargon you're running the risk that I don't know what you're talking about. I did not do policy debate, where much of it originated from, and so do not assume I am going to know what your jargon means. Explain to me what you are doing, or trying to do, and you'll be fine.
I don't find extinction arguments convincing, both because I find the links tend to be weak at best outside of very specific topics, and because they are overdone and uninteresting. It's the big hammer in impact calculus, and tend to have very little to do with value debate.
Aside from that, speak well, speak with reason, and be polite and kind to one another. Your tournament placing is not worth the enmity of your peers or judges if you are not. Debate is a sport, not a blood sport.
I have spent a lot of time helping and supporting the debate program at Mount Si over the last 7 years. I have watched a lot of rounds and understand the basic terms and structure.
I value clear and strong arguments. If you speak too fast, then I may not catch what you are trying to say and then I can’t count it in your favor.
I also value being polite. I won’t tolerate rudeness or being overly aggressive.
Debate is supposed to be fun and a learning activity. Just play fair and do your best!

Things I like to see in a round:
Good clash--please do not just restate your evidence when it conflicts with your opponent's; tell me why your evidence is better, that is, more comprehensive, more recent, the reasoning is better or more intuitive, etc.
Aggressive CX--do not be rude and please do not talk over each other. Having said that, I like a hard line of questioning, getting to the heart of arguments, and getting an opponent to state their position and follow those positions to their natural conclusions. I do not flow CX, but there are plenty of rounds where the winning argument is developed from something that comes up in CX, if you want me to flow something that comes up, mention it in your next speech
Unique arguments/framework--I will hear out any argument you want to run if you have evidence supporting it and can make a coherent rational argument for it. I do not care if you want to run a funky framework, if your opponent runs an abusive framework, don't just tell me it's abusive, explain why and why that abuse is bad for the debate or the discussion of the issues.
Pet Peeves
Formalistic arguments about PF rules-- I am not a rule stickler, and I frankly do not care about running what might technically be considered a plan or counterplan. The point of debate is to improve rhetorical skills and learn about relevant topics. Neither of those goals is hurt by stating a specific course of action in regard to the topic or proposing an alternative answer to the one suggested by the topic. Public Forum is not Policy or LD, so I don't really care to see a formal plan, counterplan, pic, etc. run like you would in another form of debate. However, the conceptual ideas behind them absolutely belong in Public Forum debate. Giving me a general idea of how the topic would be implemented, or a mutually exclusive alternative course of action to the topic, etc. is encouraged. It makes the debate better by forcing teams to expand the scope of the arguments, be more rhetorically elastic, and make the debate more interesting generally. However, there are things that teams can do which are bad for the debate itself or do not advance an understanding of the topic. In those cases I want the opposing team to point out the abusive/unproductive tactic being used by the other team and explain why it is bad for the quality of the debate or for education of the topic. If you make that case I am happy to flow that argument as a turn for your side. Also I do reserve the right to drop the argument, whether or not the other team brings it up, if it both contradicts the overarching goals of debate and is in violation of a public forum rule.
Giving time signals--I am terrible at remembering to give time signals. This is totally my fault, but I think it is only fair to give a fair warning. If you really really need me to give time signals I will do my best, but I strongly encourage you to time yourselves.
Not Giving Voters--PLEASE GIVE VOTERS! I don't want you to cover the flow the last speech. Pick the couple of issues that win you the round and explain why these issues are the most important to the debate and why you win them.

I do not flow cross-examination period. Meaning only the words spoken in a speech are noted on paper for my decision of the winner. I do listen though so, if you want a notable answer marked in my decision bring it up in your speech so it is on my flow(otherwise it 'didn't happen').
Speed - is no problem. If online I need camera on while spreading though- I have a much harder time keeping up with a case if I cannot read your lips while you're talking if you cannot have your camera on for any reason please slow down your speaking slightly and make sure to emphasize your tags. Standard SpReading rules: Slow for Tagline, Author, Date of evidence. Sign post occasionally. I will say "Clear" if I no long understand you.
I strongly encourage you time yourself. I keep silent Official Time unless told otherwise- but I am not very good at providing time signals while I am also flowing. . If you run out of time I allow approx 4 second grace periods to finish your sentence before I'll have to cut you off. If I am verbally cutting you off you have already gone over time and I will only flow 2-3 more words after the cut off. No new thoughts after time has elapsed. In questioning periods if time runs out with a question unanswered I would prefer a brief answer, but allow the debater to decline and move onto prep for the next speech if they so wish.
If you make personal attacks on your opponent's character, your speaker points will suffer significantly. It is rare but occassionally if you are too rude and lacking in decorum you can loose a round from that alone. (We all make mistakes, malicious intent vs a slip up is very obvious.)
I believe it is your debate round so you, the debater, determine the direction of the debate. I will listen to any type or style of arguments you want to run, simply explain why that is the most important thing to be looked towards in the round. I say I will listen but that does not mean you win just because your argument is unique. Whoever wins is whoever best explains and supports their claims, and refutes your opponents claims.
Tabula Rasa as much as I can be- knowing i have my own biases and experience that I try to leave at the door but isn't entirely possible. Primarily with emphasis on Flow. I weigh what you present and unless you are clearly and blatantly perpetuating obvious falsehoods I simply look at the facts presented on my flow, if something isn't on my flow it didn't happen in the debate.
Every claim needs a warrant and justification of relevance.
I will leave my political opinions at the door and do not reference them. I don't care what party the current acting president or house leader is, you will refer to them by the office they hold and no other. Don't assume that because you think I believe something personally that I will need less supporting evidence for your claims.
In Public-Forum the round is generally yours to do with as you please.
Courtesy to your opponents is vital. Being as 4 people can get very heated on topics quite easily I will not put up with disrespectful, rude, or threatening behavior in anyway. PF Cross-fire is the most common place in the debate sphere I consider if a team should loose on decorum, remember you are still talking to other humans that have to go back to their lives after this round ends, loosing civility is not worth maybe winning a round and if I'm judging you probably wouldn't end up winning anyways.
I love Voters at the end please- it helps show what you as debaters believe to be most important in that round.
If no RA, framework, or definitions are provided by either side I will loosely judge the round assuming the most common Webster definitions of terms and utilize a Cost-Benefit Analysis approach of who most accurately addressed and supported their claims in relevance to resolution question and demand, but student defined frameworks(within reason obviously) are my first preference weighing mechanism for the round.
In Lincoln-Douglas I have a slight preferential bias towards more traditional style and format. I will absolutely still listen to progressive styles, you must simply continue to warrant and justify all claims.
I think values and morality ultimately are the core of LD and debates of value are vital to a good LD debate.
I try to use the Value and and Value-Criterion as my first tool of weighing the round. I would really like to see how the value and value-criterion are supported by the rest of the following points of your cause. Ideally an LD debate does not devolve to just stating one side has a better value than their opponents, and should just win Becuase that value is "better." Instead I like to see V and VC incorporated throughout the flow and relating to your contentions. Tell me how your value is achieved in your world through what you have presented in your case and how you are doing that better or the values you are achieving will have more impact than the evidence and values the opposite side presents. If you get near the end of the debate and aren't sure how to conclude, impact calculus is one of my favorite formats for finishing out a speakers speech to get my onto the same page of what you think was most important in the round today.
If you opt to utilize a Standard instead then you must explicitly explain why you chose a Standard over a Value and Value-Criterion and the relevancy of that, all other incorporation into the debate applies the same as what I want to see for V and VC.
If you are running progressive: your evidence needs to be relevant, if I could read your case in 2 months on a different resolution and nothing would need to change then your case will have much less ground to stand on in my eyes.
In Congress I am a seasoned Parlimentarian, I've held Parli as multiple state level tournaments in both Idaho and Washington, I look to Roberts rules and NSDA standards. I prefer that POs use audible time signals such as knocking or make a timer accessible and easy to see for the speaker. The more you can effectively manage the room and keep things in order without me having to interfere the more successful I will perceive the PO job you did.
In Policy I have the least experience. I have not dealt with Policy style debate much in quite a few years so I am not especially up to date.
I can listen to spreading but I have been hearing LD spreading primarily so consider slowing down a titch - especially on taglines.
Please do not do Performative Affs. I think they are very cool but often, for me, lead to just having more trouble tracking the debate thus harming you in the long run.
Don't expect me to just know your cards and arguments. You have to explain and justify your arguments. If you just say a tag and move on then you aren't willing to work for my vote and likely won't receive it.
I know most concepts within policy but am very lacking on the jargon that coincide so quickly throwing out a lot of jargon specific to this debate types will lose me.

This is my fifth year judging. Past Asst. Coach at Middle School for Public Forum. I debated in High School. I have one child in LD.
DEBATE:
I like the clash, but keep it polite. My biggest pet peeve is poor sports-person-ship. I do not mind if you take control of your cross-ex. Argue your points, and refute your opponents. Back up with facts, quotes, stats. Use impacts and YOUR VALUE!!! Use your VC as a weighing mechanism. I am a flow judge and follow my flow and arguments made there. I am a tech over truth judge. Lead me through your evidence and tell me how to vote. I will take the path of least resistance to a ballot. Don't make me guess or make my own conclusions, as they may not match what you are presenting. In other words, impacts and voters.
Slow down on tags and contention tags. If it is critical to your case, slow down for that portion and taglines. Enunciation is key for me to understand your case. If I am trying to figure out what you said, I miss your case. Spreading is an art form that has guidelines, breathing patterns, and rhythm. Don't confuse talking fast with spreading, they are two different things. If I cannot flow it, I do not judge it. If I stop typing, you know I am not getting it.
I do not judge on cross-ex. I will flow it, because I have the memory of a goldfish, and if you bring it back into round, I want to have notes on it. But if you do not bring it into round, it flies away and never comes back again. If it is a good point, don't let that happen.
IEs:
I will count stutters/missteps and crutch words. If a round is close I will rank off who has less. Tone/Infection are important during any speech, use them. Work on not yelling to show all emotions in any speech. Anger/Sadness has many faces, explore these to rank higher. Those who have their presentation memorized will rank higher than those who do not.
Informative: You got to pick your topic. Make it FUN and INTERESTING to me. Show me your passion and excitement about the subject. Be a human in your speech, not a robot. Please do this by making jokes, puns, or using conversational speech to keep me hooked. Pieces with good transitions, hooks, and conclusions rank higher.
Impromptu: I look for a framework. If you set a framework for your piece, I expect you to follow it. You don't have to have 3 points if you have a strong speech with 2.

I have debated and judged Public Forum for a combined 7 years now. I currently am the head coach and started the debate program at Shadle Park and have judged Public Forum and LD.
Please cover the flow and dropping a significant contention will make it hard for you to win. If your opponent dropped an argument don't say, "they dropped it" emphasize why it matters and why that alone should allow you to win. With that being said in your own case if a contention is not working leave it alone and do not waste your time on it.
Anything short of spreading I should be ok with. If you go too fast I will tell you to go slower and simply adjust and you will be fine.
I appreciate good plans and counter plans when done effective. In Public Forum I will rarely vote against someone's use of a "Point of advocacy" unless it is clearly over the top. Put simply saying something is a counter plan and leaving at that will almost never win that point for you.
Do not be afraid to use other tricky framework or tricky arguments because I love those when done effectively. It is not enough to simply say your opponents framework is abusive but rather explain why. I like both statistical and the use of logic in a case. When these are put together effectively that to me is the best case.
Aggression in CX will never hurt you as long as you're not over the top and rude.
Debate should have emotion and nothing is worst than having to sit through bland speech after bland speech. Debate like you believe what you are talking about.
Voters: Voters will almost always decide the round for me. I love debaters who crystalize the round throughout. The last speech should be primarily focused on giving good voters. THE BIGGEST THING I LOOK FOR IS ROUND CRYSTALLIZATION!

Speaker points are stupid and arbitrary but typically I stick to the following scale. Most good debates will fall into the 27-29 category.
30: Best Speaker at tourney
28-29: Very Good
27: Good
24-26 Decent

Hi - Please slow down for your main contentions. Ensure you're well structured - sign posts are welcome. Don't forget to clarify impact.
I was an active competitor in HS and college. I currently coach Newport HS.
I do have my Ph.D. in Composition and Rhetoric, so I can follow your logic, and if you choose theory, I have a VERY high bar.
As far as spreading, I do not like it. I have a hearing impairment - and spreading can make following you difficult. I can only judge what I am able to hear. I will ask you to slow down if it is too fast or unclear the first time. If you start "super spreading" I will not give you more than 25 speaker points, because the speed truly detracts from the art of speaking.
Make sure to stay respectful to your competitor, as well as me. Disrespectful words or attitudes will result in a lower score.
I like arguments that have a clear value asserted and pursued. The more sign-posting and off-clock road maps the better. Also, I love to hear the voters at the end.
I am open to many types of arguments - but make sure you let me what criteria to judge the round - and how you fulfilled it. That is your responsibility as a debater- not mine as a judge.
I am humanity-centered. I know you will be running theories, hypotheticals, and extrapolating a significant amount, but remember, these topics affect real people. If you run cases that dismiss the humanity of the topic or dismiss the humanity of any specific group of people, your score will reflect omission.

General:
I will NEVER vote for ableism/sexism/racism/homophobia good or anything similar, and will vote you down the second I hear it. Do what you're most comfortable with, I would much rather see you perform at your best than try to adapt to me.
Disadvantages:
I think DAs are one of your best take outs on the aff's case. I'm fine with general DAs but if they aren't specific to the case you should have good evidence that clearly outlines the link. I will vote on pretty much any DA impact as long as you compare it to the affs and explain why yours is better and have the evidence to back it up.
Counterplans:
Counterplans should be competitive with the aff. Have a clear understanding of the perms and be able to defend how they are not viable options. If I believe that the CP can be permed I will not vote on it. (if you are aff pointing out logical flaws in the cp is a good way for me to flow it to you). If you are running DAs and a CP together, PLEASE pick a CP that doesn't link to the DAs. As long as you can convince me that the CP is better than the aff I may vote on it.
Topicality:
I fucking love T. IMO the interpretation is an internal link to accessing the impacts of the standards so I most usually default to competing interpretations. I'm sympathetic to fun ways of arguing t such as it being an RVI, so if you understand those args and can defend them I say go for it.
Kritiks:
God I love Kritiks. I frequently run them myself and am familiar with most of the literature behind common ones (Cap, Biopolitics, Critical Disability Studies, etc). I know the general concepts for others like Baudrillard but am not well versed so as a general rule make sure you have clear explanations. Your K should have a clear link to the aff, and I probably won't vote for it if there isn't one. I prefer functional alts, but have no problem with voting for the K as an independent DA if you choose to kick the alt. I find K debates super fun and interesting, so it may be a good choice if you're on the neg.
Framing:
FRAMING. FRAMING. FRAMING. Explain to me why your impact matters!!! This is key for both sides of the debate. If I believe the entirety of the aff and neg arguments because no real clash has taken place then it comes down to whoever has done the better job of showing why their impact is the most important.
Theory:
Don't run it if it's not warranted. I'm not a huge fan of voting on theory, but if the round comes down to it I will vote on it.

I try to give a lot of feedback to help you bring your piece to that next level of performance. In judging, I try to evaluate the degree to which you, as the performer,
Here are some of the things I give the most frequent feedback on:
Effective use of all your 'tools' (inflection, emphasis, pacing, pauses, volume, nonverbals, 'tech,' strategic cutting, etc.) to help support and enhance meaning. Do the most important (funny, dramatic, etc.) moments really "land"? Is it easy to tell what a character is feeling, and is it relatable, interesting, and impactful? Are you able to take good advantage of 'opportunities' in the piece? (That is, places where your performance can or does 'wring out' as much humor/drama/etc. as possible from a moment)
The degree to which you use and showcase (and have set yourself up to use/showcase) variety and range in your performance. You're trying to both evoke emotions and enthrall the audience, and that is best supported by a delivery that transitions between various 'speeds' and tones. Additionally, I'm more likely to feel your performance deserves a high rank if you were able to effectively juggle a lot.
The clarity of the piece on a narrative level. Do I always have a clear sense of 'where' we are, and why? Am I lost on the major story beats, character evolution, or arguments? Do I understand where things started, where they wound up, and why that ending is significant?
(Speech events are similar, though the focus is shifted a bit to focus more on things like reasoning, organization of ideas, and use of evidence, as well as clarity, persuasiveness, and effective use of 'voice')

FOR DEBATE EVENTS:
I prefer to judge from the perspective of a 'policymaker'; that is, while by-and-large limit my judging to what teams actively argued in the round, I prefer arguments that are plausible, well-substantiated, and of prime relevance to the topic at hand. Public Forum in particular was always intended to debate questions of policy in an accessible, sensible, and engaging way, and I encourage speakers to keep that in mind.
Arguments that are logically rigorous, built on evidence from credible sources, and clearly speak to the resolution’s demands are preferred.
Arguments that rest on technicality, are unsubstantiated, do not appear meaningfully relevant, or that are otherwise implausible on their face* will only hold if your opponents fail to address them. Even if unaddressed, particularly 'squirrelly' arguments may fail on their face against a reasonable observer's scrutiny.
Additionally, if you have strong evidentiary support it is in your best interest to helpshowcase that it is strong support.
Spoken APA-style citations (author, year) are fine for a lot of things, such as establishing context and laying a foundation (and other things that probably won't be questioned in the round).
However, if there is (or you expect) a key clash over the veracity, certainty, or magnitude of a claim/impact, that might be a good place to introduce a strong source in a way that shows it is strong.
I have no idea whether (Johnson, 22) is the leading expert in their field or some guy who posted an article on Medium; if it's the former, TELL ME, and don't be afraid to USE the authority of your source to bolster your claims, especially when your opponents are relying on "common sense." If you point out that your source is a relevant expert, your opponents will need to go further than "doesn't make sense to me because [unsubstantiated skepticism]" to undermine the claim.
Convince me that your side’s overall proposition is the best response to the resolution; don’t lose sight of that as you consider the clash between individual arguments, etc.
I do consider 'tech' elements in both wins and speaker points, and will favor teams that perform effectively as debaters. However, I see your ‘job’ as presenting (and defending) a persuasive, plausible answer to the question(s) posed by the resolution –remember that even a skilled, round-dominant, and strategically-minded performance can fail to accomplish that goal.
I expect you to debate the resolution; any time spent on meta-arguments (theory, kritiks, etc.) that neglect that core question will need to be very thorough, convincing, and meaningful, otherwise they likely amount to wasted time. I recommend focusing as much time as possible on the core issues at hand.
I can generally keep up with fast speaking, but I definitely still miss things in faster deliveries. It is your best interest tomake sure that the most important things are clear to your judge/audience.Additionally, I prefer speaking with focus, clarity, and word economy over covering that same ground with less efficiency, especially for the purposes of speaker points.

Hello, I'm a lay. I've judged in locals, toc bid tournaments, and nats '23, but please treat me like your average lay. Before the round starts, make sure I am 100% clear about who is who and their position.
I don't know anything about the topic so it would be nice if you could restate that for me. I'm comfortable with English but not spreading.
Please SPEAK SLOW and DO NOT USE DEBATE JARGON, as I will most likely not understand it. I don't vote on perceptual dominance or anything but if you talk slower and clearly, I'll be able to understand what you're saying. If I don't understand you then I won't vote for you.
If you dump 50 responses I will remember none. I would prefer if you could just overexplain a couple points and make them really clear to me. Tell me which arguments you are addressing (signpost) and make the back half of the round as clear as possible for me. Do not make this an evidence debate. at that point I will have no idea who won and who lost because I don't know how to call for evidence. If it turns into an evidence debate, I am strongly inclined to vote for whichever team stops talking about the evidence and gives me another reason why they should win.
I will be taking notes during the round but don't think I'm a flow judge yet. -- I don't take notes on cross but I will notice if you're getting destroyed and it'll probably go towards speaks.
Speaks range from 27-29 and I err on the higher side. I don't disclose.
