Welcome to Katy ISD Novice Night #1 for the 2023-24 school year!

This tournament will be hosted in person at Seven Lakes High School on Friday, September 20, 2024. Any entries outside of Katy ISD will be deleted without emailing Bryce Piotrowski first.

Students may only enter 1 debate event OR 2 speech events.

Topics:

PF and LD will use the September/October 2024 topics. CX will use the 2024-25 NFHS High School Policy Debate topic. No novice topics will be used.

PF: Resolved: The United States federal government should substantially expand surveillance infrastructure along its southern border.

LD: Resolved: The United States ought to require that workers receive a living wage.

CX: Resolved: The United States federal government should significantly strengthen its protection of domestic intellectual property rights in copyrights, patents, and/or trademarks.

WSD:

R1 Impromptu

R2 This House prefers conditional foreign aid to unconditional foreign aid.

Congress:

Congressional Debate will be limited to the following bills from the Fall 2024 TFA Docket, and they shall be debated in this order: 25, 13, 9, 2, 27. If a chamber exhausts all 5 items of legislation, they may take docket nominations from the floor.Individual chambers are welcome to table legislation if they wish to skip it or come back to it later. All bills must have at least 1 speech in affirmation or negation before the previous question may be moved.

4:00 pm - Extemp Draw R1

4:30 pm - Round 1 PF, LD, CX, Speech, Congress session begins, WSD Impromptu Prep

5:30 pm - Extemp Draw R2, WSD Round 1 Impromptu

6:00 pm - Round 2 PF, LD, Speech

By 6:30 pm Congress should recess for dinner - they should return no later than 7:00 pm

Dinner Break between R2 and R3 (or R1 and R2 of WSD)

7:00 pm - Round 2 WSD, CX // Round 3 PF, LD, Extemp Draw R3

7:30 pm - Round 3 Speech

8:30 pm - Hard Stop Congress, all events finish
