Novice debate packet info

We're requiring novice policy debaters to use the novice packet for policy debate rounds.

For PF and LD, students are not required to use the packet. However, for fairness, I'll ask that all students NOT using the packet provide a summary or thesis of their case before the round starts. Please make sure your students understand this expectation.
